Captain (Dr) Gurpreet S Khurana

After 35 years of naval service, Captain Khurana retired in 2023 as Directing Staff, Naval War College, Goa. Internationally acclaimed for his January 2007 contribution to the genesis of Indo-Pacific concept, he has compiled seminal documents of Indian Navy, notably Indian Maritime Doctrine 2009 and Handbook on Law of Maritime Operations. He has also served as Executive Director of National Maritime Foundation, New Delhi, and has been representing India at various international forums to foster maritime security cooperation. In 2023, he co-authored the Newport Manual on Law of Naval Warfare, published by the US Naval War College. He teaches maritime geo-politics, doctrine, strategy and operations law at various military training establishments and universities in India and abroad.
