Dr. Hanners Ebert
Dr. Hannes Ebert is Head of the Cyber Program at the Centre for Humanitarian Dialogue (HD) in Geneva, coordinating cyber dialogues across Asia, Eastern Europe, and the Middle East. He previously served as Senior Advisor at the German Marshall Fund, focusing on cyber diplomacy in Brazil, India, and South Korea. From 2010 to 2018, he was a Research Fellow at the GIGA Institute, specializing in international and cyber security in South Asia. He undertook fellowships at think tanks in Islamabad and New Delhi. Dr. Ebert also advised the German Foreign Office on fragile states and non-Western powers. He holds a PhD in political science from Hamburg University and an MSc from the London School of Economics. His academic background includes law and politics studies in Berlin and Geneva. He has published extensively on India’s cyber security policy and diplomacy.
