From Campuses to Conferences: How Turkey Exports the Pakistan-Aligned Narrative on India

In June 2025, the Avrupa Türkiyeli İşçiler Konfederasyonu (ATİK), a union of Europe-based workers of Turkish origin, strongly condemned India’s “Kagar Operation” – a large-scale Counter-Insurgency (CI) campaign that Indian security forces started in 2025 against Maoist extremists in Chhattisgarh and Telangana. ATIK framed the CI operation as a massacre of “oppressed peoples” and called upon “democratic forces in Europe” for solidarity. ATIK’s statement on an internal security matter is emblematic of Ankara’s systematic narrative strategy.
This emerging campaign cannot be dismissed as rhetorical activism of a fringe diaspora organisation. These statements are an integral part of Ankara’s strategic toolkit backed by its long-term structural alignments, especially with Pakistan.
