PM Heblikar: A Life Dedicated to National Security and Strategic Thought

PM Heblikar is a respected national security expert with a long and distinguished career in government service. He served the Government of India for 38 years, retiring in 2010 as Special Secretary. Since then, he has worked tirelessly to bridge the worlds of national security, academia, science and technology, and business.

A key figure in founding the Centre for National Security Studies (CNSS) in Bangalore, Heblikar also leads the Institute of Contemporary Studies Bangalore (ICSB), both of which are dedicated to advancing dialogue on strategic and security-related issues. He is deeply committed to education and regularly teaches at institutions such as Manipal University and Christ University, where he encourages students and young professionals to adopt innovative approaches to understanding global affairs.

Heblikar also heads a private security firm, Maxgrid Securicor, and actively engages with international organizations, including the Asian Dialogue Society in Singapore and others. At the heart of all his work is a strong passion for inspiring India’s youth to take an active interest in national security and strategic thinking.

Outside of his professional life, he enjoys playing golf and badminton, and continues to write and speak widely in pursuit of a safer, more informed society.
